Texas clown car accused of starving child

34-year-old Almita Nicole Lockhart of Houston, Texas is accused of starving her 8-year-old daughter, Halle Shamille Smith, to death.

Lockhart is a known drug addict who had nine other children, hence the clown car comment. CPS had investigated her on several occasions but the children were never taken away.

I bet they’ve taken them away now.

    Oh please… do you really expect her to put her children ahead of her need for drugs? Your expectations are unrealistic. She can’t feed ALL of those kids if she needs to sell the food stamps so she can get high. And, with nine hungry, screaming kids she’s got to do the drugs to maintain her sanity. So, it’s only logical that she starve them so her needs can be met. I’m sure she didn’t mean for the 8 y/o to starve. That’s sarcasm for any of you about to bash me. Personally, I think all the children should be removed and she should never see the outside of a prison cell.

    I recently found out that drug use is so rampant, that drug use alone is no longer a legal reason for child services to remove children. There are not enough homes for the number of kids that would flood the system if drug use was a reason to remove. Doesn’t that tidbit of info just fill you to the brim with warm fuzzies?

    This story actually makes me more angry than sad. With a drug addiction and 10 kids, at what point does someone step in and say, “enough.” Why is she allowed to continue to breed on tax payers money (I’m assuming she’s on Welfare, food stamps, WIC, section 8, etc). When a woman is living on the system, shouldn’t the system have a right to tell her to either get her tubes tied or get a job, especially since she has a drug problem and has no right having kids in the first place?

    I agree Stephanie. Unfortunatly as we see in a lot of stories here. The “system” is just as lazy as the parents are in these situations. Welfare and its sister programs are just bandaids. Nobody wants to address the real issues (drugs, abuse, etc..) because that would mean more work for these already overpaid government idiots. 10 kids is a lot. She should have had her tubes tied after the 3rd..at least! Kids have become many women’s source of income. In Canada you can collect about $500/month per kid. That is a lot of money. It’s no wonder so many young women are popping out kids. They just aren’t thinking about the long run. “how am I suppose to provide for them all?” it’s a sad situation all around.

    I’m almost speachless. 10 kids? Seriously? Wow. And how screwed up is Texas’ CPS that they failed these children on an epic scale for 16 years? Really? Not to mention all of the CPS records that couldn’t be located. This whole story just boggles my mind. In addition to her burning in hell, I’d love to see a massive audit of this case and case workers and managers fired. Too bad neglect charges couldn’t be brought up on the workers that failed these children for so long. I understand that CPS workers are over worked and under paid, but how do you close a case on a premie born to a drug addicted mom (which no doubt caused her to be born premature and drug dependent as well) who didn’t complete treatment? Also…why on earth is the dad allowed to have the other children and escape prosecution? The news article said that the “parents” chose to end her home health care so that leads me to believe that he was involved in their lives. Sad sad sad all the way around.

    10 kids! this bitch is insane. do you get good money for having a ton of kids in the states? I don’t get it. someone should have sewed her cunt together after the first. where are the 10 dads? what was she planning on doing, slowly starving the kids off one by one? I used to say it would be better for kids to end up in the system, but after reading some horror stories on this site, I don’t know what is worse. A mother who abuses you, or a stranger who gets paid to abuse you? Something needs to be done for innocent children out there. Children’s services should have been doing more. I am sick of hearing about the case loads. This isn’t new.
    Instead of ripping families apart, they should be focusing their resources on creating programs geared towards keeping families together.
